Yes and the czars in themselves are inherently unconstitutional in that they consolidate far to much power in the hands of one single man that being the president who they serve. It just shows you the mindset of statists like FDR who was the first to appoint czars as a means to consolidate his power and grip over the people he was elected to serve. Obama is just following the same path of mega mania as FDR did.
