Is it legal to call potential new customers by going through the yellow pages or is this cold calling?

I run a small business which offers business advice and services to tradesman. I was hoping to use the Yellow Pages to call potential new clients but I am wary of doing so as I know cold calling is illegal. Can anyone give me any advice on the legalities of this?
